The first question to ask is whether or not all the local resources are exploited. For example, there might be local businesses, national corporations, non-profit associations and governmental organizations willing to invest time, energy and money in professional development, in exchange of academic services offered on campus or a reduction in educational costs, and thus might be able to bring a number of second language speakers for mutual training.
